Community or Quarter Action Committee Model of EITD Research

The Cameroon Utilities Bill/Act 2009 is expected to make wide ranging use of the Community or Quarter Action Committee (CAC/QAC) intervention model of EITD Research. The model is simple and effective in efforts to encourage and assist entrepreneurial activism in you, and all of us (as individuals, groups or organisations and businesses) to ensure that priority population needs are adequately met for all in our communities and quarters, by:

  • Establishing and running Action Committees in communities or quarters for various population needs such as water, electricity, education, health, housing and employment. The Committee usually takes on the name of the issue/need it is set up to tackle. For example, a CAC/QAC addressing water needs would be referred to as Community Water Committee or Quarter Water Committee (CWC/QWC). Usually, the CAC/QAC is elected in a general meeting of the community or quarter.

  • Ensuring Action Committees act on the community or quarter needs. Having obtained its mandate, the CAC/QAC is empowered to seek and obtain baseline information in its community or quarter by, for example, conducting a census in its community or quarter. The CAC/QAC is then required and assisted as necessary to use the obtained information to: (1) Quantify population needs in the community or quarters; (2) Devise options and plans for meeting the needs; (3) Discuss available options and plans with the community or quarter in general meetings; (4) raise required resources including finance that may be needed to meet specific population needs in the community or quarter; and (5) Marshall the meeting of the community or quarter population needs.

  • Helping the Community or Quarter Action Committee (CAC/QAC) to liaise with other population needs stakeholders (such as government departments, councils, businesses, churches, the media, research institutions, foundations and other civic organisations) to quickly address the population needs competently.

This bill/act would thus empower you, and all of us to participate in leadership, as well as improve the way utility services are conceived and delivered in our communities or quarters, so all can be expeditiously served at the least possible cost.

Constituency by Constituency Intervention Agenda

Meeting utility service needs of everyone in our communities or quarters will involve combinations of technical, political, economic and cultural responses to identify the needs with the relevant speed, quality and collaborations or partnerships.

With your participation in leadership, each community or quarter is expected to assume its responsibilities. Help your community or quarter to rally and work with its existing and/or prospective counsellors, mayors, parliamentarians and President of the Republic, to facilitate implementation of the bill/act as well as evaluate its impacts and make or agree reform proposals.
