Our 1996 revised Constitution that was controversially amended this year (2008) became law over a decade ago. The Constitution of Cameroon envisages a country in which individual rights and freedoms set forth in the Preamble of the Constitution are guaranteed every citizen without discrimination. The order involves each and everyone of us now, immediately. Yet, the vast majority of people in Cameroon (including some in government) are far from being engaged in several of the country's decision making processes. Some of the people involved in public policy making, implementation and evaluation have been taking advantage of the near absence of popular participation in the processes. Several of the decision makers, including members of government and parliamentarians, continue to conduct themselves poorly. The public policy makers, implementers and evaluators scarcely raise common problems people face and appear unwilling to engage in public discussions of the issues. Even political parties that seek votes of the people are still to come up with policy platforms that address public issues and concerns, fully. Without good public policies, good unrestricted planning and management, Cameroon risks never establishing the order of its own Constitution. Popular participation is critical to bringing responsiveness and accountability in policy making, implementation and evaluation. The Constitution requires everyone to, become public policy engaged and, participate in leadership.
